This medium sized plant is very common in this locality, especially where there is occasional mowing but anywhere it isn’t outcompeted. Its largest leaves form a loose ‘rosette’ at its base, with more leaves coming off the main stem (& flowerhead), getting ever smaller , and more rippled the higher they are (photo 1 shows this, and varying stages of stem development, on the many plants present). At the top of the stem a cluster of buds form. When the seeds ripen the flower heads re-open becoming fluffy as shown. (The yellow flower buds along the bottom of photo 3 belong to a different plant entirely).
