Adversaeschna brevistyla (Blue-spotted Hawker)

Part of the Aeshnidae family of dragonflies (also contains Anax sp (i.e. Emperor) dragonflies). 

May or may not have blue eyes and some blue markings. Some males may have brown eyes and yellow/white markings.
